AI Act duties for general-purpose AI model providers start to apply

See how this story connects

Obligations for providers of general-purpose AI models under the AI Act applied from 2 August 2025, after the Commission published scope guidelines on 18 July. The guidelines treat models trained with more than 10^23 FLOP that generate language, images or video as general-purpose, and the AI Act presumes systemic risk above 10^25 FLOP. Models already on the market before 2 August 2025 have until 2 August 2027 to comply, and Commission enforcement, including fines, starts on 2 August 2026.

Why it matters

Model developers selling in the EU had to start publishing training-data summaries, keeping copyright policies and notifying the AI Office of systemic-risk models from this date.
