Permanence
- IDs are never changed or reused.
- If a record is removed, its ID stays and resolves to a page saying when it was withdrawn.
- We date and keep every change to a rule, obligation, story or Storyline, starting on 8 Oct 2026. Registry records have IDs but no history.
- If a law is renumbered, the obligation keeps its ID and we update the article number.
