OpenAI asks governments to require monitoring, shutdown controls and incident reports

See how this story connects

OpenAI’s blueprint for cyber defenders, part two of its “Democratic governance of frontier AI” series, asks Congress to enact mandatory, capability-based national AI safety regulation and, until it does, backs California’s SB 53, SB 813 and AB 1405, New York’s RAISE Act, Illinois SB 315 and the EU’s General-Purpose AI Code of Practice. It asks policymakers to require threat-informed security programmes in frontier safety frameworks, monitoring of frontier models during training, evaluation and internal research, and shutdown controls, OpenAI’s term for a kill switch, over operations under a developer’s control. It proposes that CAISSI run pre-deployment evaluations and certify independent assessors who would review developers’ safety cases, that CISA take every cyber incident report and lead a funded modernisation programme for hospitals, schools and water systems, and that developers publish a policy for written notice to third parties whose systems a model breaks into during development or evaluation. OpenAI cites its models’ breach of Hugging Face’s systems as the reason and restates its US$1 billion Daybreak commitment for frontline defenders.

Why it matters

OpenAI has put in writing which duties it would accept by statute: security programmes, monitoring, shutdown controls, incident reports and independent review of safety cases.
