China’s CAC proposes embedded labels for AI-generated content and visible labels where it could mislead

See how this story connects

The Cyberspace Administration of China released draft Measures for Labelling AI-Generated Synthetic Content for comment on 14 September 2024, with comments due by 14 October. Providers would embed implicit labels in file metadata naming the provider and a content ID, and add visible labels to text, audio, images, video and virtual scenes where the service falls under Article 17(1) of the deep synthesis rules. Distribution platforms would check metadata, flag confirmed or suspected AI content and give users a way to declare it, and app stores would check that apps offer labelling.

Why it matters

AI providers, social platforms and app stores serving China were given the design of a labelling regime that became binding in September 2025.
