China’s cybersecurity standards body publishes AI Safety Governance Framework 1.0

See how this story connects

China’s National Cybersecurity Standardization Technical Committee (TC260) released version 1.0 of an AI Safety Governance Framework on 9 September 2024 at the main forum of National Cybersecurity Publicity Week in Guangzhou. It sorts risks into those inherent to models, data and systems and those from applications, maps technical measures to each, and sets safety guidance for developers, service providers and users. Most of its text is advisory, and it says it implements the Global AI Governance Initiative.

Why it matters

AI developers and providers in China got the risk categories that later national standards and CAC rules draw on, including calls for labelling AI-generated content.
