China issues interim measures for generative AI services, in force 15 August

See how this story connects

The Cyberspace Administration of China and six other bodies (NDRC, the Ministry of Education, MOST, MIIT, the Ministry of Public Security and NRTA) published the Interim Measures for the Administration of Generative AI Services, Order No. 15, on 13 July 2023, effective 15 August 2023. Services with public-opinion attributes or social mobilisation capacity need a security assessment and an algorithm filing, providers must use lawful training data and base models, and generated images and video must be labelled. The measures do not apply to organisations that do not offer generative AI services to the public in mainland China.

Why it matters

Companies offering chatbots or image generators to the public in China needed security assessments and algorithm filings, while research and in-house use stayed outside the rules.
