Commission President Ursula von der Leyen launched InvestAI at the AI Action Summit in Paris on 11 February 2025, aiming to mobilise €200 billion for AI investment. It includes a new €20 billion European fund for AI gigafactories, which the release said would finance four gigafactories with around 100,000 latest-generation AI chips each. The European Investment Bank Group is a partner.

Why it matters

European model developers and data centre investors were offered public co-funding for very large training clusters, which the AI Continent Action Plan and the 2026 gigafactory call then put into practice.
