The European Commission launched the AI Continent Action Plan on 9 April 2025 with five pillars: compute and data infrastructure, data access, adoption in strategic sectors, skills, and simpler regulation. It counted 13 AI Factories being deployed, opened a call for expressions of interest in AI gigafactories with about 100,000 chips each, and said InvestAI would mobilise €20 billion for up to five of them. It promised a Cloud and AI Development Act to at least triple EU data centre capacity in five to seven years, and noted that 13.5% of EU companies had adopted AI.

Why it matters

The plan set the EU’s AI industrial agenda for 2025-26, leading to the Apply AI Strategy, the AI Act Service Desk and the gigafactory call that data centre builders bid into.
