China issues national rules for AI agents with tiered oversight in sensitive sectors

See how this story connects

The Cyberspace Administration of China, the National Development and Reform Commission and the Ministry of Industry and Information Technology issued Implementation Opinions on the Standardized Application and Innovative Development of Intelligent Agents on 8 May 2026. Developers must define which decisions are for the user only, which need user authorisation and which an agent may take on its own, and users keep the final say. Agents in healthcare, transport, media and public safety face filing, mandatory testing and possible recalls, and the document lists 19 priority application scenarios.

Why it matters

Companies deploying AI agents in China must set decision limits for them, and those in healthcare, transport, media or public safety face filing and testing before launch.
