Xi Jinping announces China’s Global AI Governance Initiative

See how this story connects

President Xi Jinping announced the Global AI Governance Initiative at the Third Belt and Road Forum for International Cooperation in October 2023, and the foreign ministry published the text on 20 October. It calls for a people-centred approach, testing and assessment based on AI risk levels, more representation for developing countries and UN-based talks on an international AI governance institution, and opposes using AI to manipulate public opinion or interfere in other countries’ internal affairs.

Why it matters

China put forward its own terms for global AI rules, aimed at developing countries and centred on the UN, two weeks before it joined the Bletchley Declaration.
