UN General Assembly adopts China-led resolution on AI capacity-building without a vote

See how this story connects

The UN General Assembly adopted resolution A/RES/78/311, “Enhancing international cooperation on capacity-building of artificial intelligence”, without a vote at its 97th plenary meeting on 1 July 2024. China led the text, which had more than 140 sponsors, and the United States supported it. It asks international organisations and financial institutions to support AI capacity-building in developing countries and asks the Secretary-General to report on their needs.

Why it matters

Developing countries gained a UN mandate for AI help that China wrote and the US backed, months after the US-led March 2024 resolution on safe AI.
