UNIDIR warns AI is crowding out human judgment in war and opens a forum on military AI
See how this story connectsRobin Geiss, director of the UN Institute for Disarmament Research, told journalists at UN Headquarters on 20 October 2026 that AI is already widely used on the battlefield, in intelligence analysis, target identification, drone operations and cyber attacks, and is “on track to crowding out human decision-making”, including in the nuclear domain. He said AI shortens the time between identifying and striking a target, that opaque systems raise the risk of error and unintended escalation, and that easier tools will let non-state groups run more sophisticated operations. He noted the US proposal of September 2026 for an AI notification mechanism with China. On 22 October UNIDIR’s Centre of Excellence on AI, Peace and Security launches a multi-stakeholder forum on AI in peace, security and the military domain, which Geiss called the first within the UN system. It has three work areas: voluntary industry guidelines for the design and development of military AI tools, an AI security lexicon for terms such as autonomy, safety and security, and the misuse of AI by non-state armed groups.
Why it matters
The UN system now has a forum asking companies to accept voluntary limits at the design stage of military AI tools. Treaty talks on autonomous weapons remain non-binding.
