CCW states give the autonomous weapons expert group a three-year mandate to 2026

See how this story connects

At their November 2023 meeting in Geneva, states party to the Convention on Certain Conventional Weapons told the Group of Governmental Experts on lethal autonomous weapons to further consider and formulate, by consensus, a set of elements of an instrument without prejudging its nature. The group meets for 10 days a year and reports to the Seventh Review Conference in 2026. Russia’s objection to the rules of procedure cost the meeting more than a day.

Why it matters

States wanting a treaty got a negotiating text exercise with no commitment to a legal instrument, and every outcome still needed consensus, so any single state could block it.
