Illinois enacts frontier AI law requiring annual independent audits from 2028

See how this story connects

Governor JB Pritzker signed SB 315, the Artificial Intelligence Safety Measures Act, on 6 July 2026. Developers training models with more than 10^26 operations and over $500 million in revenue must publish a frontier AI framework and hire independent auditors every year from 2028, report critical safety incidents within 72 hours (24 hours if death or serious injury is imminent), and file internal-use risk summaries every three months. The Attorney General enforces it, with penalties up to $1 million for a first violation and $3 million for later ones.

Why it matters

Large frontier labs face mandatory yearly third-party audits in Illinois. California and New York require disclosure only.
