Virginia governor vetoes high-risk AI bill modelled on Colorado’s law

See how this story connects

Governor Glenn Youngkin vetoed House Bill 2094, the High-Risk Artificial Intelligence Developer and Deployer Act, on 24 March 2025. The bill would have required developers and deployers of high-risk AI used in decisions on hiring, lending, housing, health care, education and parole to guard against algorithmic discrimination and run risk-management processes. His veto letter called it a burdensome regulatory framework and said existing Virginia law already protects consumers.

Why it matters

Developers of hiring, lending and housing AI avoided a second Colorado-style state regime, and other states drafting similar bills saw one fail at the final step.
