Texas enacts TRAIGA with intent-based AI bans and a 36-month sandbox

See how this story connects

Governor Greg Abbott signed HB 149, the Texas Responsible Artificial Intelligence Governance Act, on 22 June 2025, effective 1 January 2026. It requires state agencies to tell people when they are dealing with AI, bars government social scoring and some biometric identification without consent, and bans intentionally using AI to incite self-harm, developing AI with the intent to unlawfully discriminate, and developing it with the sole intent of producing child sexual abuse material. The Attorney General enforces it after a 60-day cure period, with penalties up to $200,000 per uncurable violation, and a 36-month sandbox run by the Department of Information Resources.

Why it matters

AI developers and deployers in Texas face intent-based prohibitions enforced only by the Attorney General, while state agencies must disclose AI use to the public.
