Indonesia’s Minister of Communication and Informatics, Budi Arie Setiadi, signed Circular Letter No. 9 of 2023 on AI ethics on 19 December 2023. It applies to businesses doing AI programming and to public and private electronic system operators, lists nine values including inclusivity, transparency, personal data protection and intellectual property, and says AI must not be used as the decision-maker on matters affecting humanity.

Why it matters

AI developers and platform operators in Indonesia got written ethics expectations from the government, issued as guidance without penalties, ahead of the draft national AI regulations.
