OMB memo M-24-10 makes federal agencies name AI chiefs and test rights-impacting AI

See how this story connects

OMB Director Shalanda Young issued memorandum M-24-10 on 28 March 2024, implementing Executive Order 14110 for federal agencies’ own use of AI. Agencies had 60 days to name a Chief AI Officer, and large agencies had to set up AI governance boards. By 1 December 2024 agencies had to apply minimum practices, including impact assessments, real-world testing and public notice, to safety- and rights-impacting AI, or stop using it, and they must publish annual AI use case inventories.

Why it matters

Vendors and agency teams running AI for benefits, policing, health or hiring decisions faced testing, notice and opt-out duties before the government could keep using those systems.
