Biden’s AI national security memo makes the AI Safety Institute labs’ main contact

See how this story connects

President Biden signed a national security memorandum on AI on 24 October 2024. It made the US AI Safety Institute at NIST the government’s primary point of contact with private AI developers for voluntary pre- and post-deployment testing of frontier models, told it to pursue preliminary testing of at least two frontier models within 180 days, and set up a companion Framework to Advance AI Governance and Risk Management in National Security.

Why it matters

Frontier labs had a named federal counterpart for safety and national-security testing, and defence and intelligence agencies got a governance framework for their own AI use.
