Colorado adopts governance rules for life insurers’ algorithms and external consumer data
See how this story connectsThe Colorado Division of Insurance adopted Regulation 10-1-1 on 21 September 2023, effective 14 November 2023. Life insurers that use external consumer data, or algorithms and predictive models built on it, must keep an inventory of those models, run a risk-based governance framework to detect and fix unfair discrimination based on race, and give oversight duties to senior management and the board. Insurers had until 1 December 2024 to put the framework in place, with an interim report due 1 June 2024 and annual compliance reports from 1 December 2024.
Why it matters
Life insurers selling in Colorado must document every model fed by external consumer data and test it for race-based unfair discrimination, with board-level accountability.
