Korea picks SK Telecom, KT and Kakao consortia to build free ‘AI for all’ services

See how this story connects

The Ministry of Science and ICT selected three consortia, led by SK Telecom, KT and Kakao, to build AI services open to everyone under the ‘AI for all’ initiative launched in July 2026 to create what the government calls an AI-basic society, usable regardless of income, age or digital literacy. Six consortia had applied by mid-August. Each service must use domestic AI models that meet the ministry’s independent foundation-model standards for at least 50% of the system. The three teams share 512 NVIDIA B200 GPUs, with next year’s rollout costs to come from government budgets; agreements were to be signed in September and each service to launch by the end of 2026. Seoul Economic Daily reported on 14 October that the services entered closed beta on 16 October with demonstrations to the ministry, ahead of a public launch planned for December: SK Telecom’s agent books restaurants and hospitals, KT’s chat window links administration, education, finance and shopping, and Kakao’s runs inside KakaoTalk and phone calls.

Why it matters

Korea is paying three telecom and platform groups to give every citizen a free AI assistant built mostly on domestic models, with GPUs supplied by the state.
