DeepSeek and MiniMax register under China’s new AI export rules, state media says
See how this story connectsYuyuan Tantian, a social media account of state broadcaster CCTV, said on the evening of 22 October 2026 that DeepSeek and MiniMax had completed the export registrations required since 16 October and had gone ahead with open-source releases and overseas licensing. The registration covers transfers of technology ownership, overseas licensing and changes of ownership or control involving foreign entities, and must be filed with the Ministry of Commerce before the transaction. The post said the proposed controls on 23 AI technologies draw a line between transferring the underlying technology abroad, which Beijing will restrict on national security grounds, and selling AI services overseas, which it encourages, and that most AI technology will stay freely exportable once the measures take effect. The South China Morning Post reports that DeepSeek upgraded its V4.1 Flash model and open-sourced its inference framework in the days before, and that MiniMax open-sourced its M3.1 model on 23 October.
Why it matters
The first registrations under the interim regime went through within a week, and Beijing’s message to its labs is that open-weight releases and overseas services continue.
