Anthropic publishes a Responsible Scaling Policy with AI Safety Levels

See how this story connects

Anthropic published its Responsible Scaling Policy on 19 September 2023. It sets AI Safety Levels loosely modelled on biosafety levels. It said current models, including Claude, appear to be ASL-2, and set stricter security and deployment conditions for ASL-3 models. Anthropic said the system implicitly requires it to pause training more capable models if its scaling outstrips its ability to meet the required safety procedures.

Why it matters

Frontier labs got a published scheme tying capability thresholds to required safeguards, and OpenAI published a framework of the same kind in December 2023.
