Financial Secretary Paul Chan’s 2025-26 Budget, delivered on 26 February 2025, set aside HK$1 billion to establish a Hong Kong AI Research and Development Institute to lead AI research, industrial applications and the use of research outcomes, with the Digital Policy Office drawing up the plan.
