Japan’s privacy regulator cautions OpenAI over sensitive data in ChatGPT

See how this story connects

Japan’s Personal Information Protection Commission issued a caution to OpenAI on 1 June 2023 under Article 147 of the Act on the Protection of Personal Information, and published it with general notices on generative AI on 2 June. It told OpenAI not to collect sensitive personal information from users or non-users without prior consent, to remove such data before it enters training sets, and to honour requests to stop collecting from named sites. OpenAI was also told to state its purposes of use in Japanese.

Why it matters

Generative AI providers serving Japanese users were told the privacy law already applies to training data, including consent rules for sensitive information and notice in Japanese.
