Vietnam passes a 35-article AI law with risk tiers and content labelling

See how this story connects

Vietnam’s National Assembly passed the Law on Artificial Intelligence (Law No. 134/2025/QH15) on 10 December 2025, with 429 of 434 delegates present voting in favour; it took effect on 1 March 2026. The law sorts AI systems into high, medium and low risk, requires providers to mark AI-generated audio, images and video in machine-readable form and creates an off-budget National AI Development Fund. Systems already running have 18 months to comply in health, education and finance, and 12 months elsewhere.

Why it matters

AI providers and deployers in Vietnam face labelling duties and high-risk obligations, with existing systems due to comply by March 2027, or September 2027 in health, education and finance.
