US controls high-bandwidth memory and 24 chip tools, and lists 140 more entities

See how this story connects

The US Commerce Department’s BIS issued rules on 2 December 2024 adding export controls on high-bandwidth memory, 24 types of chipmaking equipment and three types of software tools, with new foreign direct product rules for equipment bound for China. It added 140 entities, mostly Chinese toolmakers, fabs and investors, to the Entity List.

Why it matters

HBM is a key part of AI accelerators, so the rule restricted Chinese access to US-origin HBM and to foreign HBM covered by the foreign direct product rule, with a licence exception for some HBM, and to more chipmaking tools.
