Google DeepMind and GovTech Singapore fine-tune an on-device Gemma model to detect scams
See how this story connectsGoogle DeepMind and the Government Technology Agency of Singapore said on 14 October 2026 that they had fine-tuned a lightweight Gemma model on local scam conversations to detect manipulative intent on users’ phones, under Google’s National AI Partnership with the Singapore government. The model runs entirely on the device in a two-stage pipeline (a light classifier, then in-context analysis of the conversation) and warns the user in real time; neither government nor Google can read the conversations. Fine-tuning ran in GovTech’s own Google Cloud environment on anonymised data from scam reports, with no citizen data. Rollout inside applications will be phased with the government. DeepMind says scams make up over half of Singapore’s reported crimes and more than S$4 billion in losses since 2019.
Why it matters
Singapore gets a scam detector that runs inside apps on the phone, so messages stay private while local impersonation scams are flagged as they happen.
