Japan’s newspaper, book, magazine and photo groups call for review of Article 30-4

See how this story connects

On 17 August 2023 the Japan Magazine Publishers Association, the Japan Photographic Copyright Association, the Japan Book Publishers Association and the Japan Newspaper Publishers and Editors Association issued a joint statement on generative AI. They asked the government to clarify the proviso of Article 30-4 of the Copyright Act, which allows use of works for AI training, and to judge whether the law needs amending, and they called for a ban on training with pirated works and for practical remedies for rights holders.

Why it matters

Japan’s broad copyright exception for AI training came under organised pressure from the country’s publishers and press, who asked the government to narrow how it is read.
