Japan opens AI agent tools to 180,000 government staff and publishes the Gennai standard

See how this story connects

The Digital Agency is giving about 180,000 national government staff two AI agent environments inside Government AI Gennai: Agent Chat, for building and running simple agents, rolls out to ministries from 20 October 2026, and Gennai Kobo, for advanced agents, is due by around December 2026. The agency says a government-wide platform of this kind at that scale, open to general staff and comparable to an AI coding agent, is a world first. Both tools are to be released as open-source software, Gennai OSS version 2.0, around February 2027 for local governments and companies. With them the agency published the Gennai standard, a governance, security and safety standard drafted with the Japan AI Safety Institute that sets duties for users, administrators and developers of government AI agents.

Why it matters

Government staff in Japan can now build and run their own AI agents under a published standard, and local governments and companies get the same software and standard to copy from early 2027.
