The House of Councillors passed the Act on the Promotion of Research and Development and Utilization of AI-Related Technologies on 28 May 2025 with support from the LDP, Komeito and three opposition parties. The law creates an AI Strategy Headquarters of the whole Cabinet chaired by the prime minister, requires an AI Basic Plan, and lets the government investigate AI businesses, issue guidance and publish the names of companies that misuse generative AI. It sets no monetary penalties.

Why it matters

Companies building or using AI in Japan face a duty to cooperate with government measures and possible public naming, with detailed expectations left to a later plan and guidelines.
