Council of Europe adopts its Framework Convention on AI and human rights
See how this story connectsThe Council of Europe’s Committee of Ministers adopted the Framework Convention on Artificial Intelligence and Human Rights, Democracy and the Rule of Law in Strasbourg on 17 May 2024. The treaty covers AI used by public authorities and by companies acting for them, and parties choose whether to bind private actors directly or take other measures. National security and defence and most research and development are outside its scope. The 46 member states negotiated it with the EU and states including the US, Canada, Japan, Israel and Australia.
Why it matters
Governments got a binding treaty text on AI and human rights that non-European states could join, covering public-sector AI use first and private use by each party’s choice.
