Reuters: PLA-linked researchers built military model ‘ChatBIT’ on Meta’s Llama 2

See how this story connects

Reuters reported on 1 November 2024 that six researchers from three Chinese institutions, including two under the PLA’s Academy of Military Science, described in a June paper a model called ChatBIT built on Llama 2 13B and tuned on about 100,000 military dialogue records for intelligence and decision support. Reuters could not confirm its capabilities and computing power. Meta said any use of its models by the People’s Liberation Army was unauthorised and against its acceptable use policy.

Why it matters

The case put open-weights model releases at the centre of US export-control and national-security debate, since licence terms could not stop a foreign military from fine-tuning them.
