Chile sends a risk-based AI bill to Congress and updates its national AI policy

See how this story connects

Chile’s government sent a bill regulating AI systems to the Chamber of Deputies on 7 May 2024 (Message 063-372), later merged with bill 15869-19 under number 16821-19. It sorts systems into unacceptable, high, limited and no-evident risk, bans uses such as subliminal manipulation, social scoring and untargeted scraping of facial images, names the planned personal data protection agency as regulator and sets fines of up to 20,000 UTM. Science minister Aisén Etcheverry presented an updated National AI Policy alongside it, revised using UNESCO’s readiness assessment.

Why it matters

Developers and deployers in Chile faced a draft EU-style risk regime with prohibited uses and fines, making Chile one of the Latin American states with an executive-backed AI bill.
