NY Comptroller finds New York City barely enforces its AI hiring law

Enforcement or rulingWorkUS-NYConfirmed

A New York State Comptroller audit of the city's Department of Consumer and Worker Protection found it received only two complaints about automated employment decision tools from July 2023 to June 2025. Reviewing the same 32 employers, DCWP flagged one problem while auditors found at least 17 potential violations of Local Law 144; 75% of auditors' test calls to the 311 hotline about such tools were misrouted, and public education had stopped after May 2023.

Why it matters

The first US AI-hiring audit law has been largely paper protection, and the audit signals tougher enforcement risk for employers using screening tools in New York City.
