China adds extraterritorial rare-earth export controls, then pauses them to Nov 2026

MOFCOM and Customs issued six announcements (Nos. 55-58 and 61-62) widening export controls on rare earths, lithium batteries, graphite and synthetic diamonds; No. 61 asserted licensing over foreign-made goods containing at least 0.1% by value of Chinese-origin rare earths. After US–China talks in Malaysia, MOFCOM on 7 Nov 2025 suspended these measures until 10 Nov 2026, while earlier 2025 rare-earth controls and the ban on exports to US military end users stayed in force.

Why it matters

Rare earths feed chipmaking tools, electronics and power equipment, so the November 2026 expiry is a live supply risk for data-centre and chip supply chains.
