## Summary
Orders every federal civilian executive branch agency to exclude Hangzhou DeepSeek Artificial Intelligence Co., its affiliates and their products and services from procurements, including agency-approved product lists, service provider equipment lists and e-commerce markets, and to remove DeepSeek products and third-party products and services developed using DeepSeek implementations from agency information technology systems, both effective immediately on issuance. An agency may request an exception from CISA in writing within 60 days, stating the order provisions, the covered article, a compelling justification and alternative mitigations. Until removal, agencies are encouraged to monitor traffic, add logging and data-exfiltration controls and flag anomalies. National security systems, the Department of War and the intelligence community are outside the Secretary’s authority. The Secretary reviews the order within one year and annually thereafter.

## Why it matters
Civilian agencies and their vendors cannot buy or run DeepSeek models or services built on them; federal contractors must be able to show their offerings do not rest on DeepSeek implementations.
