# AI rules in Hong Kong

Hong Kong has no AI-specific law and governs AI through guidance from the privacy commissioner and financial regulators. The 2026 Policy Address created a Commissioner for AI and a seven-part risk plan that includes studying deepfake legislation.

- **Approach:** Sector regulators and guidelines
- **Key bodies:** Digital Policy Office (Commissioner for AI), Innovation, Technology and Industry Bureau, Office of the Privacy Commissioner for Personal Data, Securities and Futures Commission, Hong Kong Monetary Authority, Financial Services and the Treasury Bureau, Intellectual Property Department
